The past tense of English grammer is used to describe events at certain places in time. To form the past simple of the word "laugh" you would say "I laughed". There are many irregular verbs that must be explained also, such as the verb "buy" becomes "bought" which requires extra explanation for teaching and students must memorize these. To form the past continuous and to explain an action that began in the past and probably continued you would use was or were, and the present participle followed by "ing". To form the past perfect you use the subject, followed by had, and then the past participle. This is to explain an action that finished before another began. An example would be "After I finished my homework, I decided to rest." And finally past perfect continuous, which is used to describe longer situations that had been going on continuously up until the moment being discussed. This is formed by the subject, plus had been, then the "ing" form of the verb. one example could be "Before that summer I had only been kayaking in a lake."
