I think is very important to look at why the student wants to learn, what function are they looking for, basic communication, work related, travel, testing for education... These requirements will not only decide the vocabulary but also how important the structure will be and what areas to focus on within your lessons. Teaching vocabulary that will not be used, or is not relevant to their needs is a waste of time. What needs to be communicated and where should be the driving focus.
