The past tenses systems and structures of verbs is similar to the systems and structures of the present tenses except they relate to the past instead of the present. The continuous forms use the verb "to be" plus "ing". If the verb "to have" is referring to the past it is the past perfect. When the verb 'to have' is referring to a past event then it will be 'the past perfect continuous'.
