A teacher can't expect students to be able to have a conversation in L2 if she doesn't spend time on controlled practice or guided activities. It is very stimulating and reassuring for students to have a sort of model when talking and to have learnt the vocabulary they may need. In this way they will feel themselves in a safe environment and they won't be afraid making mistakes.
